Connecting the online study circle and the online learning community in supporting continuous teacher development

Abstract:
The Swedish Agency for Flexible Learning (CFL) is a government agency with the main task of supporting the development of flexible learning in the formal and non-formal adult education sectors.
CFL uses a net-based study circle paradigm to offer teacher training courses in net-based study circle pedagogics and methodology for the non-formal sector. However, although our basic course (40 hours, mainly at a distance) receives very positive evaluations, a majority of the teachers/leaders who pass this basic course do not actually start flexible courses/study circles.
However, when we look at our more advanced course (180 hours, mainly at a distance) we find that those who take this course often successfully use their knowledge to start flexible courses/study circles. Those teachers have gained a deeper understanding of the pedagogics and further developed their methods and skills for this strongly collaborative form of distance learning. The problem is, however, that folk high schools and study associations are small, local organisations and it is too expensive for most of them to send their teachers/leaders to the more advanced course.
We therefore considered what prevented the teachers/leaders that had passed only the basic course from starting flexible courses/circles.......
